Yes most plants can be rooted from cuttings. You might try taking cuttings a little farther down the vine where the stem tissues are not quite as succulent as at the tip. I suggest you try layering a vine section for extra chances of success. The following web site tells how to do it.
As far as the seeds go, try collecting the seed pods just as they begin to turn brownish or yellowish. Then put them in an open paper sack indoors to dry and release the seeds.
