|You can line the entire garden bed with hardware cloth (all sides plus the bottom) to exclude gophers. This will be labor intensive because you'll have to dig all the soil out to a depth of 12-18", lay hardware cloth on the bottom and sides of the excavation, then refill with soil and then plant your carpet roses. An alternative would be to dig individual holes for your plants and line them with hardware cloth.
Gophers don't feed on plant roots, they feed on insects. But they aren't too careful about tunneling and if plant roots are in the way, they claw or chew their way through them. So, the bottom line is - all plants are vulnerable, regardless of what they are.
