My Otto Luyken Laurels apear to have a fungus. Some of the limbs at the trunk have bark that is turning white. These die after a period of time and can broken off with your foot. Is this a fungus or are the plants just dying? They are 16 years old.

It could be a fungus or a very heavy infestation of some type of scale. I suggest that you take a sample from the plant along with a photo of the plant in its growing location (if possible) to your County Extension Office to see if they can help diagnose the problem and recommend an appropriate course of action.
