Other than juniper what is a very fast growing, drought resistant plant that is also evergreen for covering a very large hilly flowerbed.

Jane,

Fast growing and drought resistant eliminates most groundcover options. I suggest you consider John Creech Stonecrop (Sedum spurium 'John Creech'), a dwarf ornamental grass, Green Santolina or perhaps Trailing Rosemary as some good options.
