I want to start a garden over a mound system that has been grown over with weeds - How do I kill off the weeds and get a good base?

First, check with you local zoning authority to make sure it's okay to proceed. Many places don't allow or recommend gardening over a mound system because the plant roots grow and interfere. As for the weeds, without knowing specificially what they are, we can't recommend a course of action for removal. If you can identify them, send another question, or if not, take a sample into a local nursery department or to your County Cooperative Extension office for identification. The County Extension would also likely know if there are zoning restrictions on planting over the mound. Good luck!
