Mary,

Standard pampas grass is going to be taller and produce the plumes like you described. You might like the following types:

SUN STRIPE? VARIEGATED PAMPAS GRASS
Cortaderia selloana 'Monvin'

PAMPAS GRASS (standard type)
Cortaderia selloana

For a 2' evergreen in a sunny location I might suggest the following:

CAROLINA JESSAMINE (Semievergreen depending on degree of winter cold. Can be planted about 3-4 feet apart and sheared to a 2' groundcover)
Gelsemium sempervirens

NICK?S COMPACT JUNIPER
Juniperus chinensis 'Nick's Compact'

DWARF JAPANESE GARDEN JUNIPER (much lower than 2')
Juniperus procumbens 'Nana'

These next ones can get wider than 5 feet but can be kept in bounds with some occasional pruning. Some also are much lower than 2'.

BLUE PACIFIC SHORE JUNIPER
Juniperus conferta 'Blue Pacific'

BLUE CHIP JUNIPER
Juniperus horizontalis 'Blue Chip'

COMPACT PLUMOSA JUNIPER
Juniperus horizontalis 'Plumosa Compacta'

YOUNGSTOWN ANDORRA JUNIPER
Juniperus horizontalis 'Youngstown'

SARGENT?S JUNIPER
Juniperus chinensis 'Sargentii'

HOLBERT JUNIPER
Juniperus chinensis 'Holbert?

BLUE SARGENT`S JUNIPER
Juniperus chinensis sargentii 'Glauca'

BAR HARBOR JUNIPER
Juniperus horizontalis 'Bar Harbor'

BLUE RUG JUNIPER
Juniperus horizontalis 'Wiltonii'

ICEE BLUE? JUNIPER
