Potato vine is subject to winter dieback if your temperatures dipped to freezing; they're also sensitive to over-saturated soils. Black leaves sound like cold damage to me. I'd prune the affected plant parts out and hope the roots have survived over the winter months. If so, they should produce new shoots. Hope they recover!
