Existing grass would be killed, if necessary, using an herbicide such as glyphosate. You must read and carefully follow all of the label directions. If you are starting from bare soil, you should also run some soil tests and see if you need to lime or fertilize or add organic matter to the soil prior to seeding so that you get better results. It is actually better to seed a new lawn in very early fall, so you may want to check with your county extension about the timing for your local area. They should also be able to tell you the best grass seed varieties for your lawn based on knowing the local soil and climate as well as on soil tests taken from your yard. Good luck with your lawn!
