can the mugo dwarf be planted on a lawn - or is it better
in a rock landscape?

To keep your Mugo pine healthy and happy, it should be planted above grade if you're putting it in a lawn area. You can build a sloping berm or raised bed within your lawn area and plant the Mugo there. This will provide excellent drainage, which will keep the tree healthy. If you can't raise the planting area in your lawn, a rock garden would be a good place to plant it. Best wishes with your landscape!
