could you recommend a shrub that could be kept at about 2 or 3 feet tall. It will be used around the outline of the house all the way around but I don't want them to get to tall.

There are many different shrubs you could use, but you probably could not use the same shrub on all four sides. The reason for this is that you need to pick plants that are suited to the growing conditions, taking into account factors such as sun or shade, soil type and moisture levels, wind exposure, and so on. For example, you might be able to use Sarcococca hookeriana var. humilis (slow growing evergreen to two feet) on the shady north side, but it would not tolerate the hot sun on the west side. And shrubs that need full sun such as on the south side would not thrive on the shady north side of your house. I would suggest you work with your county extension and with your local professionally trained nursery staff to analyze the growing conditions where you want to plant, and identify shrubs that would thrive there and also satisfy your design goals. Then you would make your selections from among those. Best of luck with your planting!
