I suggest you begin by having your soil tested to determine the pH levels. Your County Extension Office can help you get this done. Then depending on the results they can suggest ways to lower the pH to the proper level if this is practical for your soil type, pH level and buffering capacity. Vinegar is not a good way to lower soil pH and can be very detrimental to plants.
Fertilize blueberries with a product for acid loving plants such as azalea/camellia food following label instructions regarding rate of application.
