I planted this grass last spring/summer and it looked great. In the fall when it turned brown, I cut off all the dead foliage, which was all of the grass. Today, it still looks like it did when I cut it back. When should new foliage emerge if it is still alive?

It may still come back as temperatures warm. I'd give it more time. Generally, it's best to cut back grasses in late winter/early spring just before new growth would start.
