Will hard pruning trumpet vines improve flower production? if so, when should this be done?

Hard pruning is sometimes required for this lovely vine just to keep it under control. Since it blooms on new wood, hard pruning should encourage the formation of new flowering shoots. Prune each year in the early spring, leaving only two buds per branchlet. This will also allow you to direct the growth of the vines as it develops. You'll be delighted with the fragrant flowers this plant produces!
