My star jasmin is still brown and dormant, will I need to prune to revive it or should it have already been thriving?

Pruning won't revive it but may be needed to get the brown material out so the plant looks better after the new growth comes in. It should already be growing so I wonder if something damaged it such as weed killer injury, soggy wet (poorly drained) soil conditions, or winter cold (this past winter in your area was not too cold). Give it a little more time to wake up. In the meantime bend a few shoots to see if they are supply and greenish cream inside or brittle and browning indicating they are dead.
