Fast-growing evergreen for wall - Knowledgebase Question

I have an attractive cedar fence about 4 inches behind & on top of an ugly block retaining wall (grading issues). I live in zone 6 or 7 (depending on who's map you look at) and am looking for something that is evergreen and will cascade down my ugly wall. I am hoping for something that will grow fast, but not kill/strangle other plants I may have growing nearby. It looks like vinca or euonymus might work, anything else, perhaps more showy? The tangerine beauty crossvine and others like it will only want to grow up, true? (and while it might like my fence, I'd prefer hiding the wall below).

Most climbing plants will cascade down if they're planted atop a wall. Evergreen honeysuckle is a good candidate; grapevines would work, all you'd need to do is provide wires along the wall and they can follow the wires. Once the stems mature and become woody, they'll remain horizontal on their own. Grapevines are deciduous but their bare stems would add interest to the stark wall during the winter months. Vinca minor is evergreen and will cascade down the wall. You might also try trailing Rosemary, trailing strawberries, sapanaria, cerastium tomentosum, and aubrieta. Not all of these plants have the evergreen trait you're looking for but if you plant a variety of things, you'll have seasonal interest all year around.
