The reason you are getting different answers is that privet is deciduous in cold winter areas and semi evergreen to evergreen in warmer areas. Zone 7 is a borderline area so what happens will depend on the microclimate where you live and the weather each year. The best indicator for you to use would be to check with nearby neighbors who have it in their yards and ask them how it usually performs for them. In any case, privet holds its leaves very late in the season and leafs out very early in the spring so even if it does lose its foliage it is only bare for a minimum amount of time. I hope this helps.
