My flower garden is looking really raggedy because of the leaves from the beautiful daffodils that bloomed a few weeks ago. Is it OK to cut the leaves off now as they are driving me nuts.

As unattractive as the dying foliage might be, it's important that you leave it alone until it has withered away. The leaves are transporting energy to the bulbs for next year's flower display. If you stop that process, the bulbs won't have enough stored energy to flower next year. In a few weeks the leaves will have turned brown and you can safely cut them off at soil level.
