Is it illegal to transport flowers & plants interstate for planting in apersonal garden?

The answer really depends upon the plants you are moving and the state to which you're moving them. If the state has a border inspection station (such as the agricultural state of California) the plants will be inspected prior to you're being allowed to take them into the state. This is simply a precaution. Agricultural states don't want insect pests and diseases introduced. If there are no border crossings or check points, and if your plants are healthy, you shouldn't have to worry about transporting houseplants and ornamentals to your new home.
