I'd remove the bamboo, roots and all, and then keep it from encroaching again by placing a barrier between the remaining bamboo and the flower garden. If you allow the bamboo to establish, it will eventually choke out other plants and will effectively compete for nutrients and moisture. Bamboo is simply a large grass that spreads by underground rhizomes. You'll need to dig all of the roots out to keep it from resprouting. After removing the unwanted stand of bamboo, dig a long, narrow trench and set a fiberglass or corregated aluminum sheet (such as those used as patio covers) on its side. The sheet will be wide enough that you can bury it at least 2' deep, which will keep the bamboo roots from growing into your flower bed. Best wishes with your garden!
