I recently purchased a weeping blue cedar altas. I am not sure how to start training process. It stands about 4' tall. Should I put a stack next to it and tie it to make it droop little by little?

There really is not anything you need to do to make your weeping cedar weep; as the branches grow they will naturally turn downward. If you can't wait for this to happen you can carefully coax it by gently attaching a fishing weight to the top and allowing it to hang down. Start with a quarter- or half-ounce weight - if that isn't enough weight, graduate to something a little heavier. I'd use soft white string and attach it to the tip of the branch by loosely wrapping string several time around the tip of the branch. Don't tie it tightly and don't knot it - you'll want to be able to move the weight up or down the branch to get just the right kind of weeping appearance. Or, you can simply wait until the tree begins the weeping process on its own. Best wishes with your cedar!
