What you describe sounds more like an insect pest than a disease. Mealybugs are small insects which cover themselves with a cottony mass that is sticky to the touch. They tend to congregate where leaves attach to stems and where stems attach to branches, but can be found nearly anywhere on a plant. Mealybugs can be controlled with applications of Sevin, Malathion or Insecticidal Soap. Best wishes with your hollies.
