What does spent flower mean? Is it a flower that has bloomed and now dead. If so, are we to just pull the dead part off?

Spent refers to a bloom that has passed its prime and is either partially or fully wilted, brown, etc. Depending on the plant you can either pull or cut the bloom off either where it attaches to a stem or back down the bloom stalk to the first normal leaf is attached.
