The most common problems with hostas are slugs or snails and rabbits. Wind can damage the foliage in the manner you describe (slicing). If they are planted in a protected place, I'd suspect snails or slugs. You can bait or trap them, or go outside at dusk and hand pick the critters. Bunnies tend to nibble the leaves. If you suspect rabbits, the only sure way to protect your hostas is to fence the bunnies out. Best wishes with your garden!
