On summer days with temperatures reaching nearly 100 degrees farenheit is it alright to water plant foliage or can this actually be harmful to the plant?

I'd avoid getting water on the foliage when the plants are in hot sunshine. Water droplets can heat up and burn the leaves (you'll see yellow spots if this happens). If you want to hose the plants off (to rinse of dust or discourage spider mites), spray the foliage in the early morning or late afternoon.

Best wishes with your garden!
