my small red maple tree has had all of its leaves eaten(?), at least very damaged by something. Any idea what's going on? They got dry and shrivelled up. Today new leaves are appearing on the very top of the branches

Based on your description I am not certain what has happened to the foliage on your tree. It might have been eaten by Japanese beetles, or it might have lost its foliage due to drought stress. Since it is releafing, that is a good sign. Keep the soil evenly moist like a wrung out sponge, not saturated/sopping wet and not dried out. This is the best thing you can do to help it recover. I would not fertilize it this late in the season. If you see the foliage problem recurring, I would suggest you consult with your county extension to try to obtain a specific diagnosis of the problem -- and it would be best to consult with them right away rather than wait for all of the foliage to be gone.
