What is the best or recommended time of the year to cut or prune this type of shrub?

Early spring is the best time to do any major pruning your Elaeagnus fruitlandii, with occasional pruning back of errant branches during the summer months. Your plant will be sprawling in youth but will eventually form a symmetrical mound as it ages. It can reach 15' in height with about a 20' spread if allowed to grow unpruned.
