I see many small small spire Russian Sages on discount tables. How do you think they'll do next year if I buy them now or should I wait for new ones next spring?

The answer to your question depends on what condition the plants are in at this point. If they are severely rootbound, and/or they have not been watered regularly, and/or they have not been fertilized regularly, then they will not be healthy and vigorous and consequently may not grow that well once planted. On the other hand, if they have been well cared for and are not stressed, they may do just fine. As long as you are aware of the risk, you might or might not be willing to take a chance on them.
