With no roots, your aloe plant won't be growing, but it may not be dead. Sometimes you can encourage aloe to develop new roots by simply setting it in moistened potting soil. Be careful not to over water while the roots are forming. If possible, set the pot on a saucer and put water in the saucer where it will be drawn up into the potting soil. This will keep the potting soil semi-moist, which should help your aloe to from new roots. You'll know when it has rooted - it will develop new leaves.

Best wishes with your aloe!
