Will the Austrian Black Pine thrive in the Jonesboro, AR area? My landscaper says none of the nurseries in the area handle them, & he suspects that they don't fare well in this area.

Generally when local nurseries do not stock a certain plant they have found it not to do well under local conditions or there are other plants they find preferable for one reason or another. Excessive summer heat may be one factor (your zip code places you in summer heat zone 8 which is the upper end of heat tolerance for this tree) and another may be this tree's susceptibility to Diplodia tip blight and several potentially severe insect problems. Your local county extension should be able to tell you which of these might be the limiting factor(s) in your area and also suggest substitutes that might fare better in your local area and in the specific planting site you have in mind.
