Is there a tulip bulb that comes back year after year so as to avoid replanted each fall...? If so, what is its name(s) and where can they be purchased?

You might try some of the cottage type Greigii and Kaufmanniana tulips, and some of the species tulips such as T. bakeri Lilac Wonder, T. batalini, T, clusiana and T. humilis. These flower earlier and are shorter than the typical tulips, but tend to be long lived in the garden. Your local nurseries should have them, or you could try mail order suppliers such as
