The safest method is to dig the plant up, roots and all. While you can spray a vegetation killer on the entire plant, it may or may not translocate to the roots (depending upon the plant and the herbicide you use) so the top may resprout. I'd vote for getting the entire plant and root mass out of the space to be rid of it once and for all.
