|Meyer Improved Lemon is, as you've discovered, quite susceptible to frost damage. Citrus cannot tolerate your cold winter temperatures and so should be planted in a container which you can move indoors in early fall and outdoors again in the spring. Protected from cold weather in this manner, your plant should thrive. Now that it is indoors, it should recover from the winter damage and begin to grow new leaves. The damaged foliage will drop, but new leaves should sprout in just a few short weeks.
