I am trying to prepare my fathers walkway on each side to plant flowers, but as I dug it all out,(the grass) found its filled with all white beach sand. How do I prepare this sand to make a good medium for planting, or should I just remove all this sand and lay all garden soil?

Pure sand is not a good growing medium for anything but cactus. It will drain much too quickly for most plants. I'd remove as much of the sand as possible and replace it with a good garden loam. Or, mix your own growing medium by incorporating organic matter into your native soil and placing it in the growing bed.

Best wishes with your new flower beds!
