My puppy chewed my almost 1 year old trees down to about 1 1/2feet from the ground, and did not spare the trunk section. What should I do?

If they were my trees, I'd leave them alone. It is possible that the remaining trunk will sprout new growth. If so, you can choose the strongest sprout and train it upright to become a new trunk. It will probably take several years for the tree to grow back into a tree. If you'd rather not wait, then replace the tree and wrap the lower trunk with a tree guard to keep your puppies from gnawing on them.
