As to planting, most annual flowers are set out after the last frost. If you are planting seeds, check the seed pack for instructions. Some can be planted before the last frost, others after it.
Some of the cool season vegetables such as peas, potatoes, broccoli and spinach can be planted before the last frost. Beans, squash, cucumbers and melons are planted after the last frost. Tomatoes, peppers and eggplants would be planted out a little later, about a week or so after the last frost, so the soil has had time to warm up.
