It could be several things from a black asphalt based material to some type of paint. Ask in the paint department for something that will coat and seal a Terra Cotta pot and they can suggest some good options.

|I think it's some sort of protective coating, and it's meant to prevent the water from leaking and keep the pot in good condition. I'm sure the guys from Home Depot will understand what you are talking about. For example, I got protective floor coating Jacksonville to protect my garage floors from humidity and all the possible damages and somehow I think it's similar to your question. I think that pots that don't have that protective layer on the inside are not meant for gardening or in general for plants because they will fall apart in time.|
