Roses are not easy to transplant because they have large and deep root systems making it difficult to dig a good rootball. Late winter to early spring, or else fall would be the best times. When you dig it, try to take as much of the root as possible and replant immediately at the same depth as it grew before. If it seems you have lost a lot of its roots in the digging process, trim the shrub back to compensate for the lost roots. Good luck with the move!
