Generally, rather than add topsoil one would work to improve the existing soil by adding organic matter to it such as compost, rotted fall leaves, or well aged stable manure/bedding or whatever is available locally at reasonable cost. If the original soil is heavy clay one might also add a small amount of coarse sand or fine grit along with the organic matter. Your local Penn State county extension should be able to help you test and evaluate your soil to see what amendments would be best, including fertilizer and possibly lime.
