Is there a way to stop animals from eating the tops of our spring bulbs?

Unfortunately there are many animals that like to nibble on new spring growth. You could try to shield them by putting wire mesh over top of the area. Or, you could try an animal repellent spray. There are sprays formulated for rodents (such as bunnies, woodchucks and squirrels) and also for deer. Read and follow the label directions.
