When is an ideal time to plant tomato plants in this area?

The optimum time to plant tomato starts in your region is the last week of April. If you plant before, you'll want to have either row cover or hot caps ready, just in case nighttime temperatures suddenly drop. By the last week of April, the weather should be just right for your plants.
