When is the right time of the year in my area to move a rose

Winter, when the rose is dormant is the absolutely best time to move one, followed by early spring, just as the buds begin to swell on the stems. If you must move one later in the year, it may suffer some transplant shock which could affect its growth and ability to flower for a few weeks. I'd move it now, if possible.
