As I poke around in my mulched beds, I find pieces of bark that have a white powdery mildew on them. What does this sound like and is it harmful?

You've discoved some bark that's decomposing. The white powdery spores will eventually grow into white stringy fungus. It's a natural process and indicates that the bark has remained moist all winter and air has been excluded from the area. It is not harmful to you or to your plants, it's just a natural process of decomposition.
