Ilex opaca is sometimes attacked by fungal diseases that can cause the foliage to turn dark and drop, or can cause dieback. Based on your description however I would suggest you consult on site with a professionally trained and certified arborist with experience in ornamental trees. They should be able to diagnose the problem and suggest how to care for the tree. I'm sorry I can't be more specific long distance.
