You might try Hedera helix or English ivy. This is a plant with a tough constitution. However, constant dog traffic is very difficult for any plant. The plants will take a year or two to become established and be able to withstand adverse conditions, and even then the dogs may tear it up especially during the winter and during wet weather. You might find it works better to use mulch or gravel instead if that is the dog run area.
