If your jasmine is lush and green, it's fairly happy, but not completely happy. Only three things will keep your jasmine from blooming: not enough sunlight, too much fertilizer, or pruning at the wrong time. Full sunshine will encourage lots of flowers. Prune in late winter, just as new growth begins, to promote lots of flowering stems. Withhold fertilizer; too much nitrogen will result in lush green growth, at the expense of flowering.
