How do I prep my hill so when I get ready to seed I can just put out the seeds? And, how can I stop weeds from coming back?

The answer really depends upon how steep the hillside is. If you plan to put grass on the hillside, be certain that it is not so steep that you can't mow it. If it's just a gradual slope, prepare the soil by rototilling, removing weeds and debris, then raking to smooth it out. After broadcasting your grass seed, cover the seed with a thin layer of peatmoss (to help retain moisture and to prevent birds from feasting on your seeds). Once the grass is up and growing, hand pull any weeds that pop up. As soon as your new grass is thick and dense, it will crowd out any weeds and stop weed seeds from germinating.
