|The cilantro and tomato both need full sun, so a sunny window is the right place for them. They might be wilted due to over or underwatering.
The soil should be slightly damp like a wrung out sponge, not sopping wet/saturated and not dried out. When you water, allow any excess to drain out the bottom of the pot and be sure to empty the drainage saucer under the pot so it is not sitting in water. When you water, use tepid water and make sure the water is soaking into the soil and not running out between the edge of the pot and the soil.
Do not fertilize them if they are wilted or seem stressed, this can aggravate the problem.
The soil you bought should work, although for beginners I usually recommend using a seed starter mix because it helps moderate both over and underwatering problems. Take care to keep the soil slightly damp, not too wet and never dried out, as described above.
As far as books, the Dummies series includes gardening books that are excellent. You should be able to find them at the library or bookstore. You might start with Gardening Basics for Dummies.
