taking cuttings from roses and letting them sit in water will the cuts grow into bushes if put in potting soil or a waste of time, id like to take two seperate cuttings and plant together?

I am sorry for this delayed reply to your gardening question. The spring rush has brought a deluge of questions and we are working hard to catch up!

You can root roses in potting soil if you use rooting hormone. Placing the cuttings in water is not a good way to do it. The following web site gives info on how to root your roses:
