If you layer mulch over top of the clover, it will probably grow back up through the mulch. You would also need to replenish the mulch on a regular basis because it breaks down over time. However, you could remove the clover using an herbicide containing glyphosate (read and follow all label directions) and then plant a groundcover such as English ivy or Vinca minor. These are sold as small inexpensive starter plants in the spring, plant them about a foot apart for fairly fast coverage. Mulch in between the plants to keep weeds down and help feed the soil. When the groundcover grows into a solid covering, the only maintenance would be to remove any matting fallen tree leaves in the fall.
