|Daylilies (Hemerocallis) are not bulbs, so they should not be buried. You would plant them so that the crown is at the surface, the foliage is above ground and the roots are underground. Then you would place a two to three inch layer of mulch over the root area, but not overtop of the crown/foliage of the plant. If you mulched over top of the foliage, you can pull the mulch aside.
If you planted lily bulbs (Lilium) you would mulch around the planting spot but not overtop of it. When the bulb sprouts and begins to grow above ground, you can mulch close to the stem but leave several inches gap between the stem and the mulch. I hope this answers your question.
